Networking and Monitoring


CORE FUNCTIONS

To develop and execute the requisite managerial systems and procedures that will effectively monitor and co-ordinate the operations of the various statutory bodies and state agencies which fall under the purview of the Ministry of Trade and Industry.

POLICY OBJECTIVES

  • To analyze the strategic and operational plans of the Statutory Bodies and State Enterprises with the aim of ensuring that each State Agency is clear about, and focused upon, the attainment of its developmental goals in an efficient and cost effective manner.

  • To analyze the financial, managerial and budgetary reports and proposals of the State Agencies to assess their profitability and make appropriate recommendations, where necessary, to achieve desired objectives.

  • To examine and advise on the Capital and Recurrent Budgetary proposals of the State Agencies to ensure their compliance with the macro-economic policy directives of the Government of the Republic of Trinidad and Tobago, and to advise the Minister thereon.

  • To develop, monitor and maintain systems for the effective co-ordination and integration of the activities of the Ministry and its Agencies / State Companies / Statutory Boards in order to eliminate ambivalence, duplication and wastage and at the same time attain business synergies.

  • To conduct business research and recommend strategies to develop the State Enterprise sector.

  • To attend the Annual General Meetings of these State Agencies as a representative of the Ministry of Trade and Industry and to serve as a liaison between these organizations and the Ministry.

  • Perform all related work as they may be required from time to time to ensure the efficient functioning of the State Agencies within the purview of this Ministry.

  • Commenced outreach initiative to various State Agencies to review operations and assess performances.

  • Coordinate the hosting of the Annual Networking Session of State Agencies under MTI.

  • Address all matters / complaints from State Sector and Public in order for the Honourable Minister to make informed decisions and responses.

  • Continue the series of field visits to review the projects that are funded by Government's Developmental Programme (PSIP) to ensure that work is proceeding in accordance with acceptable schedules and within budgeted allocations.

GOVERNMENT POLICIES THAT IMPACT ON CORE FUNCTIONS

  1. The adoption of the State Enterprises 'Performance Monitoring Manual' as the framework within which the State Enterprises and Central Government interact.

  2. The assignment of the following State Enterprises and Statutory Bodies to the Ministry of Trade and Industry under the provision of Section 76 (3) and Section 79 (1) of the Constitution of the Republic of Trinidad and Tobago.
